Ukrain: Latest on Ukraine: China’s foreign minister visits Russia after Kim Jong Un’s trip to Ukraine – the first UNGA conference in New York

This week the International Court of Justice will hold hearings on a case where Ukraine accuses Russia of abusing international law in relation to its invasion of Ukraine. On Monday and Tuesday, both Russia and Ukraine will present their arguments.

Analysts are watching for explanations around Ukraine’s dismissal of all six deputy defense ministers on Monday. The reshuffle comes weeks after the government fired its defense minister.

Starting Tuesday, the United Nations General Assembly convenes in New York. There will be President Biden and Ukrainian President Zelenskyy speaking on opening day. The Ukrainian leader is expected to meet with Biden, as well as Pentagon officials and lawmakers. The foreign minister of Russia will speak at the UNGA on Saturday.

North Korean leader Kim Jong Un visited Russia, where he met with Russian President Vladimir Putin and vowed to fully support Moscow’s fight against “imperialism.” Putin offered to help North Korea put a satellite into orbit. South Korea and the United States warned that the leaders could be working on a weapons deal.

The European Parliament voted on a resolution that said the Belarusian government was involved in Russia’s war in Ukraine. The country, bordering both Russia and Ukraine, has allowed Russian military and mercenary forces to be stationed on its territory, which Russia used as a staging ground for its invasion of Ukraine in February 2022.

The nation’s military said that they took back the eastern villages on the southern flank. Recapturing the villages of Andriivka earlier in the week and Klishchiivka on Sunday — both destroyed by fighting — could allow Ukrainian forces to move farther into enemy lines around Bakhmut, an eastern city that fell to Russian forces in May after months of fighting.

“We have to stand up to this naked aggression today to deter other would-be aggressors tomorrow,” Mr. Biden continued. That is why the United States and our friends and allies around the world will keep supporting the brave people of Ukraine.

President Biden sought to rally the world on Tuesday to stick with Ukraine and warned against appeasing Moscow in a way that would reward its aggression and encourage the further use of force to redraw the global map.

The president used his annual address to the United Nations General Assembly to try to counter war fatigue both at home and abroad even as House Republicans back in Washington hold up further military aid to Ukraine and nations around the globe remain on the sidelines or even facilitate the Kremlin’s war.

Mr. Zelensky said that tens of thousands of Ukrainian children had been taken from occupied territory, sent to Russia and, he added, turned against their home country and relatives. Mr. Zelensky said that this was clearly a genocide. When hatred is weaponized against one nation, it never stops.

Both Mr. Biden and Mr. Zelensky received strong applause from some of the delegations in the hall, but many others sat on their hands. Mr. Putin, the target of an arrest warrant for war crimes issued by the International Criminal Court, did not come to New York for the annual opening session, but his envoy sat in Russia’s seat during Mr. Zelensky’s speech taking notes or looking down at his phone.

Mr. Zelensky was to address the U.N. Security Council on Wednesday with a plan to discourage war even after the fighting in his country eventually ends and then will head to Washington, where on Thursday he will meet with Mr. Biden at the White House, stop by the Pentagon and visit Capitol Hill to plead for continuing assistance.

He will not address a joint meeting of Congress and will encounter more resistance from some Republicans who are opposed to his proposal for $24 billion in additional aid. The money should be spent at home on border security or other priorities if the war isn’t important to America’s national interest.

Mr. Biden has continued to provide aid using previously approved funds, and Defense Secretary Lloyd J. Austin III announced on Tuesday that American M1 Abrams tanks would be arriving in Ukraine soon. He said that will add to the capabilities of the weapons that are already on the battlefield. He added: “I salute Ukraine’s brave forces, and we’ve got their backs. There are many causes of our time, one of them is the fight between the Ukraine and Russia.

The opening session of the General Assembly lacked major leaders such as Mr. Putin and the Chinese President, which left the stage to the American president. He used the opportunity to reach out to the so-called global south — the traditionally unaligned developing nations that his advisers call the “swing states” of the foreign policy world — to enlist them to the American view of the threats that Russia and China pose to the international system.

He took an uncompromising stance against Russia and warned against appeasing Moscow, but still tried to find a way to work with Beijing and denied that he was trying to contain the Asian giant. He said that they tried to manage the competition so it doesn’t start conflict.

The major issues that Mr. Biden mentioned were narcotics, artificial intelligence, terrorism, human rights, women’s rights, L.G.B.T. rights and arms control. He stressed the dangers of climate change as he urged more action to combat it, citing heat waves, wildfires, drought and the flooding in Libya.

He said the snapshots show an urgent story of what awaits us if we fail to reduce our dependence on fossil fuels. Under his administration, he said, “the United States has treated this crisis as the existential threat from the moment we took office, not only for us, but for all of humanity.”

The First United States Meeting with a U.S. President since the War Between the Partisan Countries: Predictions from the Meeting of Biden with Mr. Netanyahu

Mr. Biden is going to be meeting with other world leaders at the United Nations this week. He met the leaders of five of the Central Asian republics that used to be a part of the Soviet Union, the first time a president had sat down with his counterparts in those countries.

His meeting with Mr. Netanyahu will be their first in the United States since Mr. Biden became president, a much-delayed get-together that, tellingly, will not take place at the White House amid tension over Mr. Biden’s outreach to Iran and the Israeli leader’s efforts to diminish the power of courts in his country. Mr. Biden made a speech on Tuesday that emphasized his support for a two-state solution to the conflict between Israel and Palestinians, while also making a point about opening diplomatic relations between Israel and Saudi Arabia.

He noted that each decade, Russia starts a new war, including invasions in Georgia, Syria, and the Baltic republics.

“War crimes must be punished, deported people must come home and the occupier must return to their own land,” Mr. Zelensky said before finishing with the historical national saying that has become a defiant mantra since the war began: “Slava Ukraini,” or “Glory to Ukraine.”
