The six-pillar plan was broken down by the Department of Homeland Security according to a document obtained by CNN. The document said that it includes scaling up ground and air transportation capabilities, leaning on a CBP One mobile application to process asylum seekers, and increasing referrals for prosecutions for repeat border crossers.
“The states are clearly and wrongly trying to use Title 42 to restrict asylum and not for the law’s intended public health purposes,” the attorney, Lee Gelernt, told CNN in an email. “Many of these states were vigorously opposed to past COVID restrictions but suddenly believe there is a need for restrictions when it comes to migrants fleeing danger.”
According to the document, the surge of resources to the southern border includes the hiring of nearly 1,000 Border Patrol processing coordinators and adding 2,500 contractors and personnel from government agencies – which allows federal agents to focus on field law enforcement duties.
The federal government has also added 10 soft-sided facilities to increase Customs and Border Protection holding capacity by over one-third since 2021, the plan states. The agency says it has more than doubled transportation capacity for detained migrants, as well.

The DHS plans to continue targeting criminal groups that smuggle migrants and working with nongovernmental agencies on the border.

Jean-Pierre told reporters at the White House on Tuesday that he was prepared and that they would make sure the process was humane.

In it, DHS also stressed the need for congressional action to update outdated statutes and help create a functioning asylum system, as the current one is under immense strain.
“The 21st (is) going to be a disaster. One official said nothing is ready to go before Title 42 ends on December 21.

The program was struck down last month by the US District Judge. Sullivan put his ruling on hold for five weeks so that the Biden administration could have time to plan for the policy’s end. Even if the federal public health authorities have concluded that the program is no longer needed, the administration is still appealing the ruling.
The December 21 deadline for Sullivan’s ruling to go into effect has prompted officials to prepare for a surge of migrants. More than 1 million migrants have been deported under the rule, which is a public health authority for the Trump administration to use in order to expel them from the country prior to applying for asylum.
Republican-led states, in their attempts to intervene in the case, allege that allowing the policy to terminate would “cause an enormous disaster at the border.”
