Nearly 30 million people are under wind chill alerts across the US, including in places slammed with blizzard conditions by a separate storm system last week. The office of the National Weather Service (NWS) in Rapid City, South Dakota, said that travel will be almost impossible on Tuesday and Wednesday, and possibly into Thursday.
