Security Issues in the Treaty Between the North Korea and the Soviet Union and a Growing Military Partnership between the United States and its Allies
Automatic involvement in the case of an attack on either of the nations was stipulated in a previous alliance treaty between North Korea and the Soviet Union. The treaty with Russia was signed in 2000 after the fall of the Soviet Union.

The United States and its allies are concerned about a possible arms arrangement in which North Korea will give Russia badly needed weapons in exchange for Russian help in improving Kim’s nuclear weapons and missile programs.
The full scope of the treaty and other agreements are not made public. And some North Korea watchers question the sustainability of the current bilateral ties.
But the United States and its allies have raised concerns that a growing military partnership would embolden the two ostracized countries and destabilize the region and beyond.

Given Putin’s international isolation, Vietnam is doing the Russian leader a “huge favor and may expect favors in return,” Andrew Goledzinowski, the Australian ambassador to Vietnam, wrote on social media platform X.
Russia is important to Vietnam because it is the biggest supplier of military equipment, and the Russian oil exploration technologies help maintain Vietnam’s sovereignty claims over the South China Sea.
Putin said the two countries want to develop a reliable security architecture in the Asia-Pacific region with no room for closed military-political blocs. Lam added that both Russia and Vietnam wanted to “further cooperate in defense and security to cope with non-traditional security challenges.”
“Since the war began, Putin has not been able to travel much or very far, and he’s made very few trips beyond the countries of the former Soviet space,” he said.
He said the visit seemed to have been about Moscow trying to influence other countries, particularly in the so-called Global South.
